4 Mr Louis Ng Kok Kwang asked the Minister for Social and Family Development (a) what are the factors the Ministry considers in deciding whether a new Family Service Centre (FSC) should be set up to serve a given geographical area; and (b) what is the maximum number of equivalent dwelling units an FSC is expected to serve within a given geographical area.
Mr Masagos Zulkifli B M M: In deciding whether to set up new FSCs, the MSF projects caseloads based on factors, such as number of new dwelling units and dwelling unit types, for example, public rental flats, sold flats. We also consider the proximity of FSCs to residents.
MSF does not impose a maximum number of dwelling units an FSC is expected to serve within its service area. Instead, we monitor caseloads of FSCs to ensure that they are manageable. MSF periodically reviews and may adjust the service boundaries of FSCs with higher caseloads.
