76 Mr Louis Ng Kok Kwang asked the Minister for Social and Family Development for each year in the past five years (a) what percentage of social service agencies are able to meet the Salary Guidelines for the Social Service Sector each time it is reviewed annually; and (b) whether the Ministry will start collecting such data if it is currently not available.

Mr Masagos Zulkifli B M M: The Ministry for Social and Family Development (MSF) had provided information on Social Service Agencies (SSAs)'s adherence to the recommended starting salaries in the Salary Guidelines in 2019 in our reply to the Member's question on 14 September 2021. We are currently reviewing and analysing the data from 2020 to 2022.

Since the publication of the revised Salary Guidelines in April 2023, the National Council of Social Service (NCSS) has been engaging SSAs through clinics and workshops to support them in implementing the guidelines within their organisations. MSF and NCSS will continue to work closely with SSAs to put in place effective human resource practices to increase compliance with the Salary Guidelines.
