37 Mr Yip Hon Weng asked the Minister for Social and Family Development (a) whether seniors residing in group homes who may lack individual registered residential addresses excluded from receiving per capita benefits, such as CDC vouchers; (b) if so, what is the rationale for this policy; and (c) how will the Ministry ensure that these seniors can access their due welfare and benefits to support their self-sufficiency.

Mr Masagos Zulkifli B M M: The Community Development Council (CDC) Vouchers Scheme is for all Singaporean households, with one set of vouchers per household.

For the convenience of seniors living in the Ministry of Social and Family Development (MSF)-funded Homes, MSF is working with People’s Association (PA) and the homes to facilitate eligible senior residents to receive their CDC vouchers at nearby community centres and expect to fully implement it by October 2025.

MSF will continue to work with the homes to assist residents to access benefits and support measures.
