Upstream Preventive Support Enhancements for Vulnerable Households under ComLink+ Towards Better Social Mobility

38 Dr Wan Rizal asked the Minister for Social and Family Development (a) what indicators are used under ComLink+ to assess whether families have achieved stability and upward social mobility; (b) what proportion of ComLink+ families continue to face persistent challenges relating to family functioning and child well-being; and (c) how are insights from recent ComLink+ outcomes informing enhancements to upstream preventive support, particularly for children and caregivers in vulnerable households.

Under ComLink+, family coaches and Family Service Centre (FSC) case workers identify families with greater needs and work with relevant agencies to address them. This includes programmes and services providing upstream support for children and caregivers, such as preschool enrolment and KidSTART.
