Support for NGOs Setting Up Vocational Schools and Test Centres Given Timor-Leste's Designation as Approved Non-traditional Source Country for Manpower

48 Dr Neo Kok Beng asked the Acting Minister for Manpower with respect to Timor-Leste’s designation as an approved non-traditional source country for Timorese employment in construction, marine shipyard and process sectors (a) whether the Government will support or fund Singapore non-governmental organisations (NGOs) setting up vocational schools for these sectors; and (b) whether the relevant Government agencies can partner the NGOs to test and certify workers.
Ms Jasmin Lau: The training and certification requirements for Work Permit Holders in the construction, marine shipyard and process sectors are determined by the respective sector agencies. Sector agencies partner industry associations, professional bodies and training providers to train and certify workers based on industry needs.
There are currently no plans to fund the setting up of vocational schools, including by non-governmental organisations (NGOs). That said, sector agencies remain open to engaging a range of partners, including NGOs, where this aligns with sectoral priorities and standards.
