Special Needs Trust Company's Trust Services Take-up Rates by Household Income and Race, and Plans to Boost Services

31 Mr Ng Shi Xuan asked the Minister for Social and Family Development (a) what is the take-up rate of Special Needs Trust Company's trust services with a breakdown by (i) household income (ii) per capita income and (iii) race; and (b) whether the Ministry is monitoring take-up rates and considering any plans to boost them, particularly among median income families.

Mr Masagos Zulkifli B M M: There are 1,410 trusts that have been set up under the Special Needs Trust Company's (SNTC's) trust services, as of 31 December 2025. SNTC does not collect income data from every client as income is not a pre-requisite for opening a trust account with SNTC. Chinese clients hold the largest proportion of SNTC trust accounts, followed by Malays and Indians.

More can be done to raise awareness and encourage more families to take up SNTC's trust services. As announced at Budget 2025, the Government will be providing a dollar-for-dollar matching grant of up to $10,000 to encourage lower- and middle-income caregivers of persons with disabilities to set up and top up their SNTC trust accounts. The grant will be launched later this year and more details will be announced soon.
