Restorative Measures Over Punitive Caning in Tackling Root Causes of Bullying in Schools

62 Dr Neo Kok Beng asked the Minister for Education whether more restorative measures have been considered instead of punitive choices like caning in relation to the recent anti-bullying recommendations to be implemented by the Ministry in 2027.

63 Dr Neo Kok Beng asked the Minister for Education (a) what are the root causes of bullying in Singapore schools; (b) how the recent measures to tackle the bullying issue address the root causes of bullying; and (c) whether the Ministry has studied the potential impact that bullying has on both bullies and victims in the areas of shame, guilt, and identity formation.
