Reports and Enforcement Actions Involving AI-generated Deepfake Content Impersonating Public Figures, Businesses or Government Agencies

123 Mr Melvin Yong Yik Chye asked the Coordinating Minister for National Security and Minister for Home Affairs (a) how many reports involving AI-generated deepfake content impersonating public figures, businesses or Government agencies were received in the past two years; and (b) how many enforcement actions were taken in relation to such content.

Mr K Shanmugam: The Singapore Police Force does not track the requested data. Distinguishing artificial intelligence (AI)-generated content typically requires more detailed forensic examination which may not be necessary in every investigation and may also not be conclusive as to whether AI-generative tools were used.

That said, where there is a report relating to an impersonation scam, the Police will conduct investigations, including looking into digital forensic evidence, if deemed necessary. Should there be reasonable suspicion that the content is preparatory to or furthers the commission of scams, the Police can issue Directions under the Online Criminal Harms Act to online service providers to restrict Singapore users' access to such content, regardless of whether it was generated through AI.
