27 Mr Leong Mun Wai asked the Minister for National Development why was a warning issued to the contractor for using non-compliant paint, which resulted in algae-stained walls on HDB blocks in Sengkang and Punggol, instead of imposing financial penalties on the contractor.

Mr Desmond Lee: The algae-stained walls earlier found at Anchorvale Parkview and Matilda Court in Sengkang and Punggol had resulted from the incorrect type of paint used by the contractors. In determining the appropriate action to be taken against contractors, the Housing and Development Board (HDB) assesses each case holistically, taking into consideration the severity of the lapse and the remedial actions taken by the contractor. For this case, upon being informed by the respective Town Councils of the algae growth, the contractors took responsibility and followed up promptly to rectify the problem. HDB has assessed that issuing a warning letter to the contractors is sufficient.
