Oversight of Contracts for Adult Educators

36 Mr Saktiandi Supaat asked the Minister for Education (a) whether Adult Educators (AEs) who conduct courses and other services for the institutions in our public education system are engaged on a standard services contract; (b) if not, how does the Ministry maintain oversight on the contractual terms that are agreed with AEs; and (c) whether any complaints or feedback have been received from AEs about the contractual terms that are imposed on them.
Mr Chan Chun Sing: The Institutes of Higher Learning (IHLs) procure services of Adult Educators (AEs) for course development, programme supervision, examination invigilation, external assessment and other duties. Contractual terms take reference from fair market practices, and, while based on a standard template, are determined by mutual agreement between the individual institution and the individual contracting AE.
MOE does not maintain oversight of the contractual terms between the IHLs and AEs, and feedback is, typically, managed by the IHLs directly.
