42 Mr Dennis Tan Lip Fong asked the Minister for Transport whether, for safety reasons, the Government will consider setting a minimum age limit of 18 for all users of electric bikes, e-scooters and other types of PMDs.

Mr Khaw Boon Wan: There is a minimum age requirement of 16 years to register and use power-assisted bicycles (PABs). This applies to both riders and pillion passengers on PABs, as PABs travel on roads alongside larger vehicles, such as cars.

There is no minimum age limit for all personal mobility devices (PMDs), including e-scooters, which cannot be used on roads and can only travel on off-road paths. Rather than banning the young from using such devices, it is more important to educate them about safe riding habits, which is why the Land Transport Authority is engaging with schools to roll out the Safe Riding Programme.
