Entry Restrictions and Enforcement Actions for Foreign-registered Vehicles with Outstanding Offences over Past Three Years

13 Dr Charlene Chen asked the Coordinating Minister for National Security and Minister for Home Affairs with regard to foreign-registered vehicles (a) how many have been denied entry into Singapore in each of the last three years due to outstanding fines or traffic, parking and emission-related offences; (b) what percentage of fines remain unpaid; and (c) what enforcement actions are taken when such vehicles violate regulations.

Mr K Shanmugam: Foreign-registered vehicles should settle promptly any outstanding fines they may have incurred while driving on our roads. For this reason, in recent years, foreign-registered vehicles exceeding a certain threshold of outstanding fines may be denied entry into Singapore. These fines must be paid before the foreign-registered vehicles are allowed entry.


There were 149, 174 and 1018 entry denials in 2022, 2023 and 2024 respectively.


As of August 2025, about 58% of the fines issued during this three-year period remain unpaid.
