38 Ms Sylvia Lim asked the Minister for Digital Development and Information (a) whether the alleged unauthorised use of radio frequency spectrum by Simba Telecom only came to light during the review of its proposed merger with M1; and (b) whether monitoring mechanisms should be enhanced to ensure fair competition among telcos.
