32 Ms Joan Pereira asked the Minister for National Development in each of the last five years (a) how many households have paid for the purchase of their HDB BTO flats without using any cash payments; and (b) what are the types of flats which these households bought.

Mr Desmond Lee: Between 2018 and 2022, around nine in 10 Build-To-Order (BTO) flat buyers who took up a Housing and Development Board (HDB) housing loan did not have to make any cash payment at key collection. About eight in 10 BTO flat buyers who took up an HDB housing loan were able to service their monthly mortgage instalments entirely by Central Provident Fund without any cash outlay. These proportions have remained relatively stable over the last five years.

Among these BTO flat buyers, about 11% bought a 2-room Flexi flat, 12% bought a 3-room flat, 56% bought a 4-room flat, and 21% bought a 5-room or 3Gen flat.
