Assessing Success of Overseas Networks and Expertise Pass Scheme

32 Assoc Prof Jamus Jerome Lim asked the Minister for Manpower (a) what measures are used to benchmark the success of the Overseas Networks and Expertise (ONE) Pass scheme; (b) whether the potential crowding out of local talents in allowing for ONE Pass individuals to take on multiple roles is considered; (c) what jobs will their dependants be allowed to work under the Letter of Consent; (d) how will a "meaningful" contribution be measured; and (e) whether the Ministry will codify training and skills transfer requirements to locals into law to ensure "meaningful" contributions.

MOM will continue to ensure that our work pass framework is relevant and updated, so that businesses can have access to the complementary foreigner manpower they need, while maintaining a level playing field for our locals.
