Addressing Under-reporting of Scam Cases and Measures to Encourage Victims to File Reports

8 Ms Elysa Chen asked the Coordinating Minister for National Security and Minister for Home Affairs (a) what current estimates exist regarding the extent of under-reporting of scam cases in Singapore; and (b) what measures are being implemented to encourage more victims, including those who have not suffered large monetary losses, to come forward and report such incidents.
Mr K Shanmugam: The Ministry does not have estimates of under-reporting.
Our national anti-scam campaign, "I can ACT (Add, Check, Tell) against scams", advises members of the public to lodge a Police report if they have been scammed. We have also included this advice in the anti-scam resource guide that the Police have been disseminating to all households since July 2025.
