39 Mr Zhulkarnain Abdul Rahim asked the Minister for National Development in each of the past three years (a) what is the average waiting time before an application under HDB's Parenthood Provisional Housing Scheme is approved; and (b) what percentage of such applicants are waiting for their BTO flats to be completed.
Mr Desmond Lee: The Parenthood Provisional Housing Scheme (PPHS) provides an additional temporary housing option for households awaiting key collection for their new HDB flats. In other words, it is open to households who have been successful in booking a flat and are awaiting flat completion.
PPHS is open for application once every two months. Eligible applicants are put through a ballot and those shortlisted via the ballot are invited to select a flat and sign the tenancy agreement in the month following their application. They will collect the keys to the PPHS flat at the same time and can move in immediately.
