Unutilised SG Culture Pass Credits Among Seniors and Review of Eligible Activities to Reflect Diverse Generational Preferences
Ministry of Culture, Community and YouthSpeakers
Summary
This question concerns the profile of seniors with unutilised SG Culture Pass credits and the review of eligible cultural activities, raised by Ms Valerie Lee to the Minister for Culture, Community and Youth. In response, Mr David Neo highlighted that barriers for seniors include digital literacy, mobility challenges, and a need for companionship, with many preferring organised group outings. To address this, the Ministry works with Active Ageing Centres, Community Clubs, and nursing homes to assist seniors in identifying events and redeeming credits. Additionally, the Ministry will pilot a Group-Assist Portal from mid-October 2026 with partners like Lions Befrienders and Care Corner Seniors Services to facilitate more group outings. Noting that seniors favour talks and tours while youths prefer workshops, the Ministry will continue reviewing eligible programmes to cater to diverse generational interests.

67 Ms Valerie Lee asked the Minister for Culture, Community and Youth (a) what are the Ministry's insights after analysing the profile and preferences of seniors who have yet to utilise their SG Culture Pass credits; and (b) whether the Ministry will review the range of eligible cultural activities and products to better reflect how different generations, including seniors, engage with and appreciate Singapore's arts and heritage.
Mr David Neo: The Ministry of Culture, Community and Youth's (MCCY's) engagements with seniors and community partners suggest that barriers include digital literacy, transport and mobility challenges, as well as a need for encouragement and companionship. Some seniors also prefer to participate through organised outings with friends and peers.
We have been working with Active Ageing Centres, Community Clubs and nursing homes to organise group outings, where community partners help seniors identify suitable events, assist seniors in redeeming their SG Culture Pass credits and plan the outings.
Building on these efforts, MCCY will pilot the Group-Assist Portal with partners including Lions Befrienders and Care Corner Seniors Services from mid-October 2026. The Portal will make it easier for more community partners to organise group outings and assist even more seniors in using their Culture Pass credits.
The Culture Pass is eligible for use on a wide range of programmes across the various arts genres, to cater to the different preferences amongst different age groups. Live events are enjoyed by all age groups, with seniors favouring talks and tours, and youths preferring workshops. We will continue to review the range of eligible programmes and work with the sector to cater to diverse audience interests, including seniors.
