117 Mr Saktiandi Supaat asked the Acting Minister for Culture, Community and Youth (a) whether Sport Singapore tracks the number of consecutive unsuccessful ballot attempts by users seeking to book high-demand ActiveSG facilities; and (b) whether Sport Singapore will consider giving greater priority to applicants with repeated unsuccessful attempts to improve fairness and accessibility in the allocation of limited facility slots.
Mr David Neo: Sport Singapore is committed to ensuring that ActiveSG facilities remain accessible to all Singaporeans. Compared to 2023, the number of unique users securing ActiveSG facility bookings in 2025 has increased by about 60%. The current balloting system for high-demand facilities during peak hours is designed to give all Singaporeans a fair chance of securing their preferred facility slots. As such, the current system does not take into account users' previous ballot attempts.
Sport Singapore will continue to increase access to sporting facilities, including working with the Ministry of Education to increase the number of school sport facilities under the Dual-Use Scheme. We also announced earlier in March that we will build 50 multi-purpose courts for badminton or pickleball over the next five years.
There are currently no plans to adjust the existing balloting system. We will continue to monitor the booking patterns and review the booking algorithm when required. Should any future adjustments be made, Sport Singapore will ensure the system remains fair, accessible, transparent and operationally efficient.
