Support Measures for Unsupervised Students during Home-based Learning Days

20 Dr Charlene Chen asked the Minister for Education when schools conduct home-based learning (a) what support measures are in place for students whose parents do not have flexible work arrangements; and (b) whether the Ministry will consider providing more on-site or supervised options to ensure equity and care for such families.

Mr Desmond Lee: Regular Home-Based Learning (HBL) Days are implemented only in secondary schools and pre-university institutions, where students are more independent and can conduct HBL without adult supervision. Primary schools conduct HBL very selectively, as they are mindful of the need for adult supervision for younger students and the impact on care arrangements.

For students whose homes are not conducive to HBL or who require adult supervision that is unavailable at home, schools remain open for them to carry out HBL in school with support from teachers. Schools would inform parents in advance of the HBL dates to allow parents sufficient time to make alternative care arrangements.
