47 Ms Diana Pang Li Yen asked the Minister for National Development (a) what are the response standards and escalation procedures for reports by top-floor HDB residents regarding roof leaks or ceiling seepage linked to common property; (b) how does HDB and Town Councils divide responsibility for investigation and repairs after such reports are received; and (c) what support or recourse is available to top-floor HDB residents if repairs are delayed, inadequate or recurring.

Mr Chee Hong Tat: The roofs of the Housing and Development Board (HDB) blocks are part of common property under the management of Town Councils (TCs). TCs are responsible for keeping them in good condition by carrying out regular maintenance and repairs where needed.

Residents living on the top floor who encounter seepage issues from rooftops can reach out to their TCs, who will then investigate the cause of the water seepage and engage contractors to carry out repair works to resolve the issue. HDB supports the TCs by conducting joint inspections and providing technical advice should the TCs have difficulty resolving seepage issues and request for assistance.
