Quantity, Flat Type and Location of Current Stock of SBF Flats

40 Ms Elysa Chen asked the Minister for National Development (a) what is the current stock of unselected Sale of Balance Flats (SBF) by (i) flat type and (ii) estate, including flats rolled over from previous SBF exercises; and (b) whether the Ministry has observed a quarter-on-quarter increase in this stock over the last two years.

Mr Chee Hong Tat: The Housing and Development Board (HDB) currently has close to 900 unselected flats from Sale of Balance Flats (SBF) exercises. These are located islandwide, comprising around 80 2-room Flexi flats, with the rest being 3-room and larger flats.

HDB conducted three SBF exercises across 2024 and 2025, so it is not meaningful to track the quarter-on-quarter changes in stock of unselected SBF flats. The take-up rate for flats offered in SBF exercises has remained relatively stable at around 90% over this period. Unselected SBF flats are then re-offered in a subsequent sales exercise.
