43 Mr Gerald Giam Yean Song asked the Minister for National Development (a) whether the Animals and Birds Act will be reviewed to include the introduction of an aggravated cruelty category for serial offenders or cases resulting in death or permanent disability; (b) if so, what is the proposed definition; and (c) what is the policy rationale for the current maximum 18-month jail term.
