20 Ms Nadia Ahmad Samdin asked the Minister for National Development (a) what proportion of cases monitored by the New Environment Action Team (NEAT) have resulted in HDB taking enforcement action against owners to clear the inside of their flats; and (b) how does NEAT work with existing befriending structures and local agencies, such as People's Association and Town Councils.
Mr Chee Hong Tat: Agencies do not track the number of hoarding cases that result in enforcement action, because enforcement is only one of several measures to manage hoarding.
The New Environmental Action Team (NEAT) comprises the People's Association (PA) and other Government agencies from the Hoarding Management Core Group, social service agencies, community groups and private organisations. PA's grassroots organisations, social service agencies and community volunteers play a key role in identifying at-risk cases, befriending hoarders and their families and helping address underlying social and personal issues like grief and trauma.
NEAT also works closely with the Town Councils to safely and smoothly dispose of decluttered material from the Housing and Development Board flats.
