43 Mr Chua Kheng Wee Louis asked the Minister for National Development in each of the last 10 years, of the total completed HDB dwelling units for sale, what is the number of vacant units and vacancy rate, including and excluding units that have achieved TOP and yet to be handed over to buyers, as broken down by flat type.
Mr Desmond Lee: As at 31 August 2021, HDB managed a stock of 1,025,331 completed homeownership flats. Of these, 1,607 flats, or 0.2%, were vacant units that had not been booked. Most of these units were either being offered under Sale of Balance Flats exercises or open booking where flat selection had not been completed, or were scheduled for offer in subsequent exercises. From 2016 to 2020, HDB launched an average of around 16,500 flats every year. Once the flats are completed, HDB progressively invites flat owners to collect the keys to their flats. As at 31 August 2021, 3,772 homeownership flats had been booked and completed, and HDB has scheduled flat buyers to collect the keys to their flats.
