Non-usage of In-flat Refuse Chutes and Increased Disposal of Waste at Common Collection Points Leading to Overflowing Bins and Hygiene or Pest Issues

82 Ms Diana Pang Li Yen asked the Minister for National Development (a) whether HDB has recently received feedback that some residents no longer use their in-flat refuse chutes and instead dispose of waste at common collection points; (b) if so, whether this has caused overflowing bins, hygiene issues, or pest infestations in older estates; and (c) whether more accessible refuse-disposal options at common areas can be considered under the Home Improvement Programme (HIP) or other upgrading programmes.

Mr Chee Hong Tat: The Housing and Development Board (HDB) has not received such feedback from residents. HDB's assessment is that existing refuse disposal facilities, including the in-flat refuse chutes, are sufficient to meet the needs of residents and it is not necessary to spend public funds to include additional refuse disposal options.
