11 Mr Zhulkarnain Abdul Rahim asked the Minister for Sustainability and the Environment in light of the decline in the overall recycling rate in Singapore in 2023 compared to 2013 (a) what are the measures to promote recycling efforts especially in relation to non-domestic recycling; and (b) whether Singapore is on track to achieve its overall recycling target rate of 70% in the Zero Waste Masterplan.
