49 Dr Charlene Chen asked the Acting Minister for Transport (a) how does the Ministry ensure that foreign vehicle drivers are informed of Singapore's traffic, parking, safety and emission rules prior to entry; and (b) whether there are plans to (i) improve post-incident resolution processes, such as claims and summons payments and (ii) strengthen deterrence measures like better detection or higher penalties.
Mr Jeffrey Siow: Foreign motorists entering Singapore are responsible for familiarising themselves with our laws and regulations. All foreign-registered cars and motorcycles entering Singapore must obtain the necessary permits for entry. Foreign-registered vehicles with multiple outstanding vehicular-related fines are denied entry into Singapore. These composition sums or Court fines will have to be paid before the foreign-registered vehicles are allowed entry.
