Incorporating Staff Training Requirements, Enhanced Incident Reporting and Housing and Safety Requirements in Review of Pet Sector Regulatory Framework

86 Ms Nadia Ahmad Samdin asked the Minister for National Development whether the ongoing review of the regulatory framework for pet sector activities, such as pet boarding, and grooming operators includes (i) strengthening of staff training standards (ii) enhancement of incident reporting protocols and (iii) baseline requirements for housing, ventilation and safety.

Mr Chee Hong Tat: The National Parks Board (NParks) is reviewing both the Animals and Birds Act and the Code of Animal Welfare (COAW). The former will include pet sector businesses and the latter will include and start with pet groomers.

The COAW sets out minimum standards and best practices for animal housing, management and care for the pet industry, including pet boarding and grooming businesses. Commercial pet boarders must also comply with licensing conditions. Relevant staff must attend mandatory training and comply with incident management and husbandry requirements.
