Government Grants and Programme Designs to Promote Family-Friendly Job Redesign and Flexible Work Arrangements
Ministry of ManpowerSpeakers
Summary
This question concerns Government grants and programme designs supporting family-friendly workplace practices and flexible work arrangements (FWAs). Ms Cassandra Lee asked if Government-funded job redesign programmes incorporate family-friendly practices for employee retention, while Ms Yeo Wan Ling inquired about grant uptake and worker reach under the Productivity Solutions Grant (PSG) for FWAs. In response, Ms Jasmin Lau stated that the SkillsFuture Workforce Development Grant (Job Redesign+) enables employers to redesign roles and work processes to support caregiving needs and life stages. She added that employers can also utilize the PSG to offset the costs of IT solutions and human resource tools that facilitate FWAs. In 2025, about 7,900 unique entities were supported under Enterprise Singapore's PSG for IT solutions, though the Government does not track whether these purchases were used specifically to implement FWAs.

40 Ms Cassandra Lee asked the Acting Minister for Manpower whether Government-funded job redesign programmes, including the SkillsFuture Workforce Development Grant (Job Redesign+) under the Enterprise Workforce Transformation Package, incorporate family-friendly workplace practices as a design principle so that redesigned roles support employee retention across different life stages and caregiving responsibilities.
41 Ms Yeo Wan Ling asked the Acting Minister for Manpower since the Tripartite Guidelines on Flexible Work Arrangement Requests took effect in December 2024 (a) how many employers have tapped on Government grants, such as the Productivity Solutions Grant, to implement flexible work arrangements; and (b) how many workers have gained access to such arrangements as a result.
Ms Jasmin Lau: Ms Cassandra Lee and Ms Yeo Wan Ling have filed two Parliamentary Question on Government grants for the implementation of progressive workplace practices. I will respond to these related questions together.
Employers can tap on the SkillsFuture Workforce Development Grant (Job Redesign+) to fund workforce transformation projects that redesign roles and work processes to better accommodate employees across different life stages and caregiving responsibilities. This supports family-friendly workplace practices, such as flexible work arrangements (FWAs).
Employers can also tap on the Productivity Solutions Grant (PSG) to offset the costs of purchasing information technology (IT) solutions and equipment, including human resource technology tools that facilitate FWAs. In 2025, about 7,900 unique entities were supported under Enterprise Singapore's PSG to purchase IT solutions. We do not track whether the purchases were used to implement FWAs.
