56 Ms Elysa Chen asked the Minister for National Development in respect of incidents of misuse at community library spaces, such as the Tampines GreenCourt Community Library, (a) what recourse does HDB currently have against individuals who damage or misuse common library property; and (b) whether HDB will consider installing surveillance cameras or other deterrents in unstaffed community library spaces.

Mr Chee Hong Tat: The maintenance of community libraries located in the common areas of the Housing and Development Board (HDB) estates comes under the Town Councils. Like other common facilities, Town Councils may take action under their by-laws against individuals who cause damage to community libraries. Town Councils may install surveillance cameras after obtaining HDB's consent.
