Effectiveness of Penalties under Animals and Birds Act 1965 to Deter Animal Abuse

45 Ms He Ting Ru asked the Minister for National Development (a) how the Ministry determines whether penalties under the Animals and Birds Act 1965 have been effective at deterring animal abuse; and (b) how the Ministry takes into account research on the potential links between animal abuse and psychological disorders in such determination.
