42 Mr Lee Hong Chuang asked the Minister for National Development (a) whether HDB has observed an increased demand for interim accommodation support, such as from post-divorce scenarios, or short-term housing gaps due to timing mismatches in sale completion, CPF refunds and access to subsequent housing; (b) whether available transitional housing support is adequate to meet such demand; and (c) whether such support will be strengthened, especially for households with children or caregiving needs.

Mr Chee Hong Tat: The Housing and Development Board (HDB) has not observed an increase in demand for interim housing support due to timing mismatches between buy and sell transactions, or divorce.

To minimise timing mismatches, HDB allows flat owners up to six months to dispose their existing flat after taking possession of their next flat. This provides sufficient time buffer for the vast majority of cases. Households that require the proceeds from the sale of their previous flat to finance their next flat, including CPF refund, can tap on the Enhanced Contra Facility if they are buying a resale flat, or the Contra Payment Facility and Temporary Loan Scheme if they are buying a new flat.

Persons undergoing divorce can apply for an HDB Flat Eligibility letter to buy a HDB flat or apply for a public rental flat after obtaining the Interim Judgement or Decree of Divorce and settling ancillary matters. These arrangements provide divorcees with time and flexibility to secure their next housing before their divorce is finalised.

Nonetheless, HDB recognises that each divorce has its unique circumstances. Those facing extenuating circumstances or financial hardship before obtaining Interim Judgement or Decree of Divorce and settling ancillary matters can approach HDB, who will advise them on the available options. This includes the possibility of assisting them with interim rental housing while their divorce proceedings are still ongoing.

HDB will continue to review our policies regularly, and extend flexibility and support where needed.
