Assessing Whether Existing Mobile Network Quality of Service Standards Reflect Actual Connectivity Experiences in New HDB Towns

87 Dr Choo Pei Ling asked the Minister for Digital Development and Information (a) if IMDA has assessed whether existing mobile network Quality of Service standards adequately reflect the quality and reliability of residents' actual connectivity experiences in new HDB towns such as Tengah, including their common areas and car parks; (b) if so, what were the findings; and (c) whether IMDA will review the standards to better reflect residents' real-world usage.
Mrs Josephine Teo: Mobile Network Operators (MNOs) are required to meet the Infocomm Media Development Authority's (IMDA's) Quality of Service (QoS) standards. In outdoor areas, they must achieve at least 99% coverage across Singapore. Within buildings, even though it is harder and more costly for mobile signals to be uniformly available, they must achieve at least 85% service coverage.
For new developments, MNOs work closely together with the Housing and Development Board and relevant authorities to facilitate mobile coverage within a few months of a block obtaining a Temporary Occupation Permit. IMDA conducts regular audits, to verify MNOs' compliance with the QoS framework. Where there is public feedback on pockets of poor coverage, MNOs are informed to make enhancements and subject to further checks.
