Assessing Statutory Consultation Process, Higher-density Housing Options and Gillman Forest Retention Area under Gillman Barracks Rezoning Plans
Ministry of National DevelopmentSpeakers
Summary
This question concerns the Draft Master Plan 2025 proposal to rezone Gillman Barracks for residential housing and the retention of Gillman Forest. Mr Dennis Tan Lip Fong asked about compliance with the Planning Act 1998, including whether public objections were received and if hearings were convened. Miss Rachel Ong inquired whether higher-density housing in the Greater Southern Waterfront could enable the full retention of Gillman Forest. Miss Rachel Ong also requested the exact area and percentage of the forest that would be retained under the development plans. In response, Minister Chee Hong Tat stated that these issues were addressed in the Ministry of National Development's written reply on 10 September 2026.
Transcript
44 Mr Dennis Tan Lip Fong asked the Minister for National Development regarding the Draft Master Plan 2025 proposal to rezone Gillman Barracks for residential use, whether (a) any objections were received during the statutory consultation process and how they were considered; (b) all requirements under the Planning Act 1998 have been complied with; (c) any hearing was convened to consider objections; and (d) if not, why not.
45 Miss Rachel Ong asked the Minister for National Development in light of plans for 60-storey BTO developments that can provide about 50% more flats, whether the Government will consider similarly higher-density housing within the Greater Southern Waterfront to enable Gillman Forest to be retained in its entirety while meeting both housing needs and environmental conservation objectives.
46 Miss Rachel Ong asked the Minister for National Development what are (i) the exact area and (ii) percentage of the existing Gillman Forest that will be retained under the proposed development plans, excluding other existing or proposed green spaces within the development site.
Mr Chee Hong Tat: These questions were addressed in the Ministry of National Development's reply to the questions asked by Miss Rachel Ong on 10 September 2026.
