Assessing Mainstream School-based Student Care Centre Capacity to Support Mild SEN Children

46 Mr Alex Yeo asked the Minister for Education (a) whether and how the Ministry assesses the ability of mainstream school-based Student Care Centres (SCCs) to support children with mild special educational needs (SEN) enrolled in mainstream schools, who may be at risk of being asked to leave due to the SCC being unable to cope with their needs; and (b) whether requirements to support mild SEN children at SCCs, if any, are set jointly with the Ministry of Social and Family Development (MSF).

Mr Desmond Lee: The Ministry of Education (MOE) and the Ministry of Social and Family Development do not stipulate requirements for Student Care Centres (SCCs) to support students with mild Special Educational Needs (SEN).

While MOE and schools do not evaluate school-based SCC operators on their ability to support children with SEN, schools and operators work closely together to support them in after-school care arrangements.
