Addressing Root Cause of Child's Aggressive Behaviour When Faced with Child's Uncooperative Family

23 Mr Cai Yinzhou asked the Minister for Education what specific measures will the Ministry implement to address the root cause of a child's aggressive behaviour in a bullying case when the child’s family is an unwilling partner in the intervention.
