Motion

Simultaneous Debate on Motions

Speakers

Summary

This motion concerns a procedural proposal to hold a simultaneous debate on three separate motions regarding the "Civil List", "Remuneration of Speaker", and "Remuneration of Deputy Speakers". Deputy Leader of the House Mr Zaqy Mohamad explained that these motions implement accepted recommendations from an independent review Committee concerning salary packages for the President, Speaker, and Deputy Speakers. He stated that holding a concurrent debate would allow Members to consider the interrelated issues holistically and address all three in a single speech. Furthermore, he clarified that the three motions remained separate and would be voted on individually at the close of the debate. The question was subsequently put to Parliament and agreed to, resolving that the debate proceed simultaneously.

The Deputy Leader of the House (Mr Zaqy Mohamad): Mr Speaker, I move, "That, notwithstanding the Standing Orders, the Motions on "Civil List", "Remuneration of Speaker" and "Remuneration of Deputy Speakers" be taken together, and the debate on these Motions and on any amendment proposed thereto, be proceeded with simultaneously as though the debate were on a single Motion.

Mr Speaker, these three Motions give effect to the recommendation of the independent review Committee concerning the salary packages of the President, Speaker and the Deputy Speakers, and the Government has accepted these recommendations. Given that the issues are related, I am moving this Business Motion for simultaneous debate on the three Motions so that Members can address all three Motions in a single speech. This will allow the issues raised to be considered holistically.

Mr Speaker, to be clear and for the avoidance of doubt, the Business Motion only seeks that the debate be concurrent. The Motions remain as three separate Motions and at the end of the debate, the votes on the three Motions will be taken separately.

Question put, and agreed to.
