The Second Minister for Finance (Ms Indranee Rajah): Mr Speaker, I beg to move, "That the Bill be now read a Second time."

The purpose of this Bill is to make additional provision in accordance with Articles 148(2) and 148C(2) of the Constitution for expenditure in excess of the sums authorised by the Supply Act 2018. The additional sums have been approved by the House in the Supplementary Estimates of Expenditure for the Financial Year, 1 April 2018 to 31 March 2019, as contained in Paper Cmd 20 of 2019. Mr Speaker, I beg to move.
