Expansion of Green Mark Scheme with Corresponding Workforce Capabilities and Ensuring Integration of Sustainability Competencies

21 Ms Nadia Ahmad Samdin asked the Minister for National Development (a) how the expansion of sustainability standards under the Green Mark scheme is matched by corresponding workforce capabilities; and (b) how the Ministry ensures that sustainability competencies are integrated into core built environment roles instead of developed as separate skill tracks.

Mr Chee Hong Tat: Introduced in 2005, the Building and Construction Authority's (BCA's) Green Mark (GM) Certification scheme provides a framework to assess the overall sustainability performance of new and existing buildings. Since its launch, the number of GM-certified building projects has increased to over 2,500 today. The significant progress over the years is only possible with the growing contributions and expertise of our built environment professionals.

The Skills Framework for Built Environment, developed in collaboration with SkillsFuture Singapore and Workforce Singapore, positions sustainability as a core competency for key built environment professionals, such as architects and engineers, quantity surveyors and facility management professionals.

Building on this framework, BCA works with training providers to develop and update courses for both new entrants and practitioners. For example, Singapore Polytechnic has updated the curriculum for their Green Mark and Energy Sustainability course to ensure it reflects the latest requirements and standards of the BCA GM scheme.
